A Smart Data Center for Frederick County, Virginia

Winchester Gateway is a proposed data center to be built at the intersection of Middle Road and Apple Valley Road in Frederick County, Virginia. As a Virginia-based developer, we are committed to maintaining open, transparent lines of communication with the Frederick County Planning Commission, Board of Supervisors, adjacent landowners, and county residents throughout the application process.

Local Economic Impact

  • Expected to generate approximately $5 million annually in tax revenue for Frederick County
  • Projected to contribute over $169 million to the county over 30 years
  • Construction expected to support approximately 3,374 jobs
  • Approximately 116 high-paying, permanent jobs once operational
  • Because the project is non-residential, it does not add students to local schools or significantly increase demand for county services

Traffic and Community Impact

  • Projected to generate about 1,925 fewer daily vehicle trips than the industrial use previously approved for the site
  • The data center use will generate significantly less traffic than the industrial park
  • Peak commuting traffic estimated to be 63% lower in the morning and 87% lower in the evening
  • Planned improvements include widening Apple Valley Road and adding a left-turn lane at the site entrance

Noise and Site Design

  • Designed to operate below Frederick County noise limits, with sound levels comparable to typical traffic noise
  • Buildings set back approximately 200 feet from Apple Valley Road and nearby homes
  • Landscaped buffers with berms and dense plantings will help screen the facility from view
  • This proposed data center represents a low-impact development compared to other uses permitted by right, which may be established without additional approval. Such by-right uses include textile mills, plastic and rubber manufacturing facilities, and paper manufacturing operations

Winchester Gateway will utilize a closed-loop or air-cooled mechanical system. This technology restricts water usage to a maximum of 35,000 gallons per day, thereby minimizing the impact on public water resources compared to traditional water-cooled facilities.

Winchester Gateway anticipates a maximum transmission voltage requirement of 158 MW to support operation of the proposed data center. Because of the existing and installed infrastructure, the delivery of additional power to the site as the proposed data center develops and expands will have no impact on adjoining properties.
